SECTION .0100 ‑ ADMISSION AND VISITATION

07 NCAC 03B .0102 ADMISSION
(a) There is no charge for admission to the North Carolina Museum of Art exhibition galleries. Organized groups of visitors to the galleries are required to register upon arrival.
(b) The following are prohibited from the galleries: children under 12 years of age unless accompanied by an adult, solicitors and peddlers, and animals, with the exception of seeing‑eye dogs.
(c) Briefcases, umbrellas, and other similarly bulky objects must be deposited by visitors at designated checkpoints before entering the galleries. Any visitor granted an exception may be subject to a security check on entering and leaving the galleries and may be required to carry a written security pass issued by the guard force and surrendered upon departure.

07 NCAC 03B .0103 CONDUCT IN THE MUSEUM
(a) Visitors to the Museum of Art galleries and other areas open to the public are required to maintain discrete and orderly conduct. Unruly or destructive individuals or groups may be expelled from the premises by the museum guard force. Disorderly behavior by school and other groups may be reported to appropriate authorities, and requests for readmission by groups that have been disorderly shall be at the discretion of the museum.
(b) Visitors are prohibited from handling works of art or their frames or other supports; visually impaired visitors may arrange for special tours during which objects designated by the museum may be touched under conditions defined by the museum.
(c) Visitors are prohibited from smoking in the public galleries.

Photography of works of art in the permanent collection is permitted with hand‑held cameras under available light. Photography using motion picture cameras, tripods, or special lighting equipment may be permitted by prior arrangement and under the supervision of museum staff. Photography of works of art on loan to the museum is not permitted.

(a) Guided tours of the museum's galleries may be scheduled for organized groups by advance appointment, depending upon the availability of tour leaders, number of tours scheduled at a specific time, conflicting events, and priority of request.
(b) Groups that arrive without an appointment may be provided tours of selected galleries at the discretion of the museum, depending upon the availability of personnel.

07 NCAC 03B .0106 SCHOOL GROUPS
(a) The museum may require a teacher or adult chaperon to accompany each school group exceeding a designated maximum number of students. A list of guidelines for group leaders will be provided. Teachers and chaperons will be held responsible for the behavior of students in their groups and will be required to remain with them throughout the tour.
(b) Teachers may be permitted to guide their own classes if they request to do so, on the condition that the required number of chaperons is provided.

07 NCAC 03B .0204 EXHIBITIONS
(a) The museum may hold competitions for which members of the public who meet specified residency or other requirements may be invited to submit works of art executed by themselves for exhibition in the museum or other locations.
(b) Selection of works for inclusion in the exhibition will be made by one or more jurors chosen by the museum. The competitions may be staged in conjunction with other organizations and may be held at intervals set by the museum.
(c) A prospectus containing information about rules will be published for each competition. The submission of an entry to the competition will be considered an agreement on the part of the artist to the conditions set forth in the prospectus.

SECTION .0300 ‑ LOANS
07 NCAC 03B .0301 LOANS FROM THE MUSEUM'S COLLECTIONS
(a) Works of art from the museum's collections may be lent to other organizations according to G.S. 140‑5.14(5) and policies adopted by the Board of Trustees.
(b) A written agreement specifying the conditions under which a work is lent will be signed by an authorized representative of the museum and the borrowing organization. In the event no agreement is signed, the conditions on the museum's outgoing receipt will govern the loan.

(a) The museum may request or receive temporary or long‑term loans of works of art from other organizations or individuals for exhibition, study, and other purposes. A written loan agreement or the incoming receipt will govern each loan.
(b) The museum will be responsible for the care and safekeeping of works lent to it only to the extent of exercising such precautions as it has adopted for the care and safekeeping of its own collections.

07 NCAC 03B .0501 AUDITORIUM EVENTS
The museum may offer lectures, concerts, films, and other events designed to further the understanding and appreciation of the museum's collections, exhibitions, programs, and of the arts in general. Attendance may be governed by space limitations, fire regulations, and consideration of the safety of the works of art in the area. The programs are publicized through appropriate media and may be held in the museum or elsewhere.

(a) Educational programs to promote appreciation and understanding of the arts are offered at the museum's discretion. The programs are announced through museum publications, news media, or direct contact with individuals or groups that would benefit from participation.
(b) Participation in the programs may be limited by space, facility and personnel considerations, and by the category of individuals for whom the program is designed. A decision on admittance of a participant to a program rests with the museum.

07 NCAC 03B .0506 OUTSIDE SERVICES
(a) Requests by public and private organizations for museum staff members to serve as jurors for competitive exhibitions, lecturers, or consultants will be granted at the discretion of the museum on the basis of the nature of the event and the availability of qualified staff members.
(b) No fee other than travel and per diem expenses at rates established under state rules may be required for such service when performed under the auspices of the museum.
(c) Museum staff members are permitted to provide such outside services on their own time, provided it is made clear that the staff member is acting individually and not as a representative of the museum or of state government. Any financial arrangements will be negotiated directly between the individual and the organization requesting the service.

07 NCAC 03B .0507 ART CONSULTING SERVICE
(a) Depending upon availability of qualified members of the museum professional staff, an examination and consultation service may be offered to private citizens who desire information or advice concerning works of art owned by them.
(b) Examination is by appointment or at times designated by the museum. Oral opinions only may be given, at the discretion of the staff member, on such matters as attribution, date, and authenticity of the work, as well as advice on restoration, framing, or other technical subjects. Opinions are presented as the personal views of the staff member and shall not be understood or reported to have the endorsement of the museum or the state.
(c) The following will be excluded from any opinion or consultation rendered under this service: monetary appraisals, assistance in the sale of private property, and promotion of any particular art dealer, auction house, conservator, framer, or commercial entity. However, information as to the availability of auction records, directories of commercial art establishments, and impartial advice as to how a desired service might be obtained may be given.

(a) The museum may conduct outreach or extension programs throughout the state for educational, civic, church, and other non‑profit groups.

(c) Visual aid materials may be made available to schools and art organizations for loan or for purchase at a charge based on cost of materials and handling.

07 NCAC 03B .0602 PERMISSION TO REPRODUCE WORKS
At the discretion of the museum, permission may be granted to publishers, film‑makers, and others to reproduce photographs of art works in the museum's collections for art‑related purposes, provided that conditions are met as set forth in an agreement provided by the museum and signed by both parties. Publishers may be required by the museum to provide free of charge or at reduced cost one or more copies of the publication (or of relevant pages) containing the approved reproduction.

(a) An art reference library located in the museum is maintained for use by the museum staff, other libraries and state agencies, and the public.
(b) Library materials are normally available for use only on the premises, but, at the discretion of the museum, may be removed for interlibrary loan or other legitimate use for specified periods.
(c) Duplication of any published materials is allowed only in accordance with current copyright laws.

(a) A collection of photographs is maintained documenting the museum's collections, exhibitions, and programs. At the discretion of the museum, they are available to the general public for use on the premises or on loan.
(b) Photographs of art works not in the museum's collections may be entered in the photographic archives unless prohibited by the owner of the work. These photographs may be used by the public on the premises, but may not be sold, lent, copied, or published without permission from the owner. The museum will not be responsible for obtaining such permission.
